KUMANYACILARI HAKSIZ REKABET ZORLUYOR
Gemi kumanyacıları haksız rekabet ile karşı karşıya…. Gemilere ihtiyacı olan çeşitli yiyecek, içecek, tamir, bakım-onarım malzemeleri tedarik eden kumanyacılar, her zaman önemli bir işkolu olma özelliklerini korudular. Ancak, kumanyacılar sıkıntılı günler yaşıyor….
Gemilere, gıdanın yanı sıra teknik altyapı hizmetleri veren Albatros Uluslararası Kumanyacılık Yönetim Kurulu Başkanı Ahmet Şimşek, sektörde haksız rekabetten şikayetçi. Aynı zamanda Deniz Ticaret Odası Gemi Kumanyacıları Meslek Komitesi üyesi olan Şimşek, bu işe adım atmak isteyenlerin çok sıkı biçimde denetlenmesi ve belirli kriterlerin aranması gerektiğini söyledi.
“Bugün bir masa yada sandalyesi olup da gideri hiç olmayan firmada kumanyacı, vergi veren bünyesinde 60 kişi çalıştıran ve sağlıklı üretim yapan firma da kumanyacı. Bu denklem bana ters geliyor” diyen Şimşek, herkesin kumanyacılık yapmaması gerektiğini vurguladı.
Şimşek, bu konuda şunları söyledi: “Firmanın güvenilirliğinin olması gerekiyor. Teminatlarının ve Oda üyesi olması gerekiyor. Bunların denetiminin çok sıkı şekilde yapılması gerekiyor. Odamıza üye olmayan, adı sanı belli olmayan şahıslar gemiye rahatlıkla çıkabiliyor ve ‘ben kumanyacıyım’ diyebiliyor. Onun yaptığı çalışma kaptanı ve personeli rahatsız ettikten sonra Türkiye’de kumanyacılara aynı gözle bakılıyor. Bunlar bizi son derece üzüyor. Bu tür sorunlarımızı, sıkıntılarımızı Deniz Ticaret Odası’nın meclis toplantılarında gündeme getiriyoruz. Çok sıkıştığımız anlarda da Ankara’da bakanlıklara yada gümrük baş müdürlerine başvurularımız oluyor” dedi.
KÜÇÜK FİRMALAR İMAJIMIZI ZEDELİYOR
Sektörde haksız rekabetin yanında imaj sorunu da bulunduğunun altını çizen Şimşek, bir taraftan imajlarını korumaya çalışırken diğer taraftan küçük firmaların işi bozduğunu, haksız rekabetin yanında imaj sorunu ile de mücadele ettiklerini anlattı.
Şimşek, “Sorumluluğu olmayan bir firmanın yaptığı yanlışın bedelini kaliteli üretim yapan diğer firmalar da ödüyor. Biz, Türkiye’de kumanyacılık adı altında daha güzel çalışmalar yapmak istiyoruz. Yani, yabancılar ‘biz Türkiye’den çok rahat kumanya alabiliyoruz’ desinler. Bizim firma olarak tüm çabamız bu yönde” şeklinde konuştu.
Şimşek ayrıca, birkaç yıl öncesine kadar kalifiye eleman sıkıntısı yaşadıklarını ancak, Dokuz Eylül Üniversitesi Deniz İşletmeciliği ve Yönetimi Yüksekokulu’nun eğitime başlaması ile bu sorunun ortadan kalktığını sözlerine ekledi.
ACENTE BAĞLANTISI YAPAN KUMANYACILAR İSE RAHAT
Sektördeki haksız rekabet nedeniyle görüşlerine baş vurduğumuz acente bağlantılı çalışan ARK İstanbul yetkilisi Hakan Kahraman ise ’’ Söz konusu sorun bağlantılı çalışan ufak firmaların sorunu, kısıtlı ve aynı müşterilere hizmet vermenin neticesinde kaçınılmaz sonuç aslında, bir mal daha uygun fiyata veriliyorsa ne satanı ne de alanı suçlaya bilirsiniz. Korumacı zihniyet artık global dünyada iş yapmıyor. Teşvik edilmesi gereken yurt dışından yeni müşterilerin getirilmesi ve pazarın büyütülmesi olmalı. Devlet bu konuda teşvik niteliğinde yerli üretici firmalara uygun fiyat vermeleri yönünde yaptırımlar getirmeli ve uygulatmalı’’ dedi. ARK Avrupa yetkilisi İsac karen ise, ‘’ Yunanistan örneğinden yola çıkacak olursak, Yunanistan’da kumaya firmalarına mal veren yerli üreticilere ciddi teşvik ve vergi indirimleri söz konusu hem yerli üret,c, hem satıcı hem de devlet kazanıyor. Pazarın %80 i yunanlı kumanyacıların kontrolünde’’ dedi.
Bu tartışma daha uzar sanırız, ama bir gerçek var ki üç tarafı deniz olan ülkemiz bu avantajını daha uzun yıllar kullanamayacak gibi gözüküyor.

Within the framework of the agencies operating in Istanbul, the authorities of ARK Istanbul Chandlery indicate that they sell materials to vessels arriving from different countries such as Costa Rica, Greece, Italia, Germany and Norway. Hakan Kahraman said: “This situation also affects ship chandleries. If the potential of the harbors is handled effectively, this will also have reflections on the ship chandleries.”

According to Kahraman “Cruise tourism shall contribute considerable value to the sector and the economy, the necessary arrangements for this purpose should immediately be made”.

ARK Istanbul Ship Chandlery is one of Turkey’s leading companies in the fields of cruise and in maritime affairs. Hakan Kahraman, who is the Chairman of the Board of Directors of this company that achieved many successes in its field, stated that they thought the Turkish maritime sector should be far ahead compared to its current status. Kahraman stated that “The chandlery sector, which provides food, cleaning material and technical assistance to the vessels circulating in the Turkish territorial waters, has an exportation potential of 500 million dollars.

Hakan Kahraman, who is the Chairman of the Board of Directors of the leading institutions such as ARK Istanbul and ARK Europe, has indicated in his statement that the chandlery business, which develops in line with the development of the maritime sector, has become a sector in the recent periods. Kahraman, has further indicated that there existed approximately 200 thousand vessels that entered the Turkish territorial waters and passed the straits each year, that these had large requirements and that the Turkish entrepreneurs have professionalized in meeting such requirements without any support from the Government.

Kahraman indicated that as ARK Europe Group, they have erected normal and cool storage houses in the Tuzla Free Zone on a closed are of 2.500 sqm so as to solve the problems faced by the chandlery companies as far as the supply business is concerned. He further added that they imported many products via this manner.
